AMD Wraith Prism.
I downloaded the software to control the RGB of my CPU cooler. i have the software but im confused as it asks me to plug it in... its already plugged in... lol

You may want to check if its in the device manager with any exclamation point. I had some problems too so I gave up and control it via Armoury Crate from ASUS on the RGB header, but the ring will not be available, only the fan...
Also, changing the header to a 2.0 one might help.

is there supposed to be a secondary cable thats supposed to plug into the fan?

There should be two cables going out of the Wraith. 1x for the fan header and 1x for RGB.
On the bottom of the black shroud you have two small sockets, one that will connect to a RGB 12v header (this way you won't control the ring) and one that will connect to a USB header. Pick and Plug (PnP 😛 ) only ONE!
Now you will have two cables going out of the cooler.
