AMD Ryzen Threadripper 3990X Problem

Good afternoon!
Please tell me what could be the cause of the problem.
Sometimes, with a new boot of the system, some cores of the AMD Ryzen Threadripper 3990X processor drop very much the frequency to 545.51 MHz. It could be 7 cores and it could be 20 cores. There is no pattern. This does not disappear even under heavy system load. System performance drops dramatically. Only system reboot helps. And also not always the first time.
Is this a processor defect or what could be the reason?
Help me please.

sv3dalex, I have no idea what utility you are running and therefore do not trust it.  Please post a screenshot of Ryzen Master (RM) - simply drag-n-drop the image into your reply.  Processors only do what is requested by the operation system.  Right now most of my cores (3970X) are in Sleep - nothing to do.  Please run CinebenchR20 and post a screenshot of RM.  Thanks and enjoy, John.
