If you have the 8 Pin CPU Power connector connected to your motherboard then next thing you need to do is check your Motherboard's BIOS version to see if it has the correct BIOS for your motherboard to recognize and boot up with your new processor.

The best way to troubleshoot a PC that is not booting up is to let BIOS determine which Hardware is failing.
To do that you must disconnect all hardware from your Motherboard EXCEPT:
Windows Drive
PSU
CPU
Then turn power on and see if the RED light turns on and then off and the DRAM light come on. This means that BIOS tested your CPU and it passed its BIOS Test and found no RAM installed thus lighting up the DRAM Trouble light.
Next install one RAM Stick in the appropriate DIMM Slot and turn power back on. Now both CPU and DRAM lights should go on and then off and the GPU LED light should turn on.
At this point connect your GPU card and Monitor to the PC and see if it starts to boot into Windows.
