AMD RYZEN 5 3600 performance loss

Hi! A couple of months ago this problem started with my RYZEN 5 3600 , when ever the CPU goes above 60C I get over 85% usage and the clock speed doesn’t get up to 4.2GHZ , only 3.6-4.0GHz , and I get bottlenecked in games. I need to mention that I have a decent cpu cooler and the temps are staying around 65-75C. Can someone please help me ? 
Specs:

-CPU: RYZEN 5 3600

-GPU: AMD RX6600

RAM: 16GB DDR4 3200MHZ

MOBO: GA-B550M ELITE AORUS

The operating range of the Ryzen 5 3600 is 3.6GHz to 4.2GHz. Typically only single thread processes will get anywhere near max boost frequency, whereas multi core workloads will get less. If the processor is hitting up to 4.0 in CPU intensive games it is working normal.

Post a screenshot of Ryzen Master showing power limits and core frequencies while running an all-core load such as Cinebench Multicore.
