AMD Athlon X4 870K FM2 + (AD870KXBI44JC) 2013 on several motherboards and with different cooling shows high temperature. At rest, 65 - 75 degrees Celsius, with any load of 95-113 degrees Celsius. What is it and how to deal with it?

The Maximum Operating Temperature for your Athlon is 72.4C. Once it starts reaching or surpasses that temperature, the Processor automatically starts to throttle. If it can't lower the temperature and it keeps rising, The processor will shut down the computer.
So believe me, at 95C the computer would probably have shut down way before it reached that temperature.
At idle, your processor's temps should be in the 30'c to 40's temperatures.
Make sure your CPU Cooler is for a 95 Watt TDP processor and it is installed correctly. A very good inexpensive CPU Cooler is Cooler Master Hyper 212 EVO. I have a FX8350 (125 watt TDP processor) and it keeps it under the Max Temperature of 61C under very heavy loads and being Stressed with OCCT.
Try using AMD Overdrive to see if you see the same temperatures. Except the Temperatures seen in Overdrive is the temperature difference BEFORE REACHING Maximum Temperature on the Athlon.
For instance, If Overdrive is showing 10C that means the temperature is 62.4C which is 10C from Max Operating Temperature of 72.4C.
Also see if CPUID HWMonitor gives you a more accurate reading and is easier to read.
If both are reading extremely high temperatures that probably indicates the Processor's internal thermal temperature sensor is probably defective.

Thanks for the answer. All the coolers I use for processors with 95W TDP and higher. The temperature of 65 degrees Celsius was indicated in OCCT and in the BIOS in idle time. Most likely the problem and the truth is in the faulty temperature sensor.
Forgot to mention it could also be a faulty Motherboard Thermal Sensor too.
