A10-9700. Do I need to apply thermal paste or does the AMD supplied heatsink already have it applied?

Hi, just building a new PC with A10-9700. Instructions say I need a thermal paste, but suggest that the supplied heatsink has some applied. Can anyone confirm.

The heatsink has TIM pre-applied.
