logical processor 1, 9, 13, see <2% usage but all monitoring software shows correct frequency.
14 and 15 also see low usage but not like 1,9,13 do.
I found this because of massive frame drops in games, specifically the worst optimized game on planet earth. XD.....PUBG
If I disable 1,9,13 in windows, affinity via task manager the frames drops are way less severe and the game is playable.
