3960x - Core 1 and 2 100% when running a game/program

So, I recently updated to a 3960x and tried running Rocket League to see how it worked doing something mundane. Upon doing this I noticed that the first two cores (which I imagine are actually threads) were pumping out a workload of 100%, making anything else I tried to do on the computer useless. 

I tried running Battlefield 5 to see if it was just steam and not origin, and for a time I actually saw improvements. My CPU was stable, the 3960 was running at about 20% and utilizing all cores while running BF, Call of duty, basically anything other than steam.I tried reinstalling steam/RL and some other games and again, the CPU was stable and not using 100% of any one core.

But then at some point, it reverted, and now any program I use is using those first 2 cores to their maximum. 

 

I have tried looking online to see if anyone else has this kind of problem and I'm not having any luck.

"core" 1 and 2 are at a higher use than everything else

A small update - 

Tried working off of Premiere pro and that went well, no issues there. 
Played some battlefront 2, and that also went well. Looked like all threads were working. 

And now that I've left my computer idle, Core 1 and Core 2 are staying above 50%, sometimes hitting 100%. 
It's very weird, and I'm very confused.
