3900X Clock Speed Issue On Windows Startup

Hi folks,

I've been seeing an issue with clock speed (sometimes when windows starts/logs in), specifically, it will sit at 1ghz max and never go above that maybe 1.2 if that. 
This seems hit and miss, the only fix I've found is to go to control panel > power options and set the power plan back to balanced and high again. It seems changing the power plan likely corrects some issue in windows? 

No idea what to do next in terms of getting this fixed long term: I doubt a BIOS update will fix this right? 

CPU: 3900x
Motherboard: ROG Crosshair VIII Hero (latest bios). 
RAM: Corsair Dominator 3600mhz C16 (i think)
GPU: Gigabyte Aorus 1080ti

The same is happening in my Ryzen 5 3600. The clocks automatically go high as soon as I see the desktop screen after Boot up. This also causes the temperatures to go very high. The only way to stop it is to open Task manager and do nothing. As soon as the Task Manager opens up, the clocks go back to normal and temperatures come down. The process is so fast that I don't even get to see which app causes the High Clocks.
