3700x boosts when moving mouse on desktop

Configuration:

- Ryzen 3700x with MSI b450 Gaming X plus motherboard and 3200MHz HyperX RAM

- Latest BIOS and latest AMD chipset drivers

- Ryzen Balanced Power Plan

- Default BIOS settings only the XMP profile 1 activated

 

Problem:

When moving the mouse on desktop, the CPU boosts to over 4GHz and the fan also spins up to compensate for the heat.

If I do not move the mouse, the CPU sits between 500 and 1000MHz, but if I start moving the mouse spikes to over 3-4 GHz.

I have tried to close all programs from system tray and killed unnecessary processes and scanned for viruses, but no luck.

 

Workaroud:

The only thing that worked was to edit the Maximum Processor State in power plan to 99%.

 

Also seems that moving the mouse causes about 6-7% extra CPU usage. It seems a bit much, but still a 8% CPU usage should not cause the CPU to boost.

The mouse is a Logitech G604 with Ghub installed.

Possible, but I could not find a way to debug that.

Here is a screenshot with no mouse movement and mouse movement spike.

Please note that I used the task manager only for screenshot purpose. Normally I only use one monitoring tool at a time.

The temperature spike in this case was quite big: 14 degrees C. The cooler is fine, since in full load, after 20 mins, the temperature does not exceed 66 degrees C.
