Do you have Motherboard BIOS version F40 or higher installed?
If not then the computer will not boot up until you upgrade to BIOS version F40 or newer.
Please clarify exactly what happens when you power up the computer and it doesn't boot up?
What Motherboard Trouble LEDs are lit?
Are all the Computer case Fans including the CPU Cooler fan running?
Is this a newly built Computer or a new AMD 3300X Processor you just purchased?
When you power up does the Computer Case HDD LED Light constantly flickering or going solid at times?
Try doing a CMOS CLEAR to put your BIOS back to Factory Defaults and see if that fixes your issue.
But in case you MEANT that you have no Video Output during Booting up or POST. Try connecting to a different monitor or to your TV set and see if you get any Video output.
If you do than go to BIOS and set it to CSM Mode (Legacy) and see if you computer monitor now has video output during POST or booting up.
Or maybe 'Fast Start-up' (in windows power options) is not turned off ?

What exactly is happening when 'not enter BIOS'? What do you see? Are there any error messages, or is it just a blank screen?
In the past I've seen BIOS screens not displaying on certain video card/output/monitor combinations. Try a different type of connection on the video card to your monitor. And try a different monitor if your current one doesn't display BIOS no matter which connection you use.
You can reboot directly into BIOS from Windows. Go to Settings -> Update & Security -> Recovery -> Advanced Startup -> Restart now. It restarts into another screen where you can select UEFI.
