Gigabyte x399 Designare EX + 2950X, stock parameters, no overclocking, no tweaks. Maximal frequency under single-core load never goes beyond 4.1GHz regardless 4.4Ghz max turbo frequency declared. Is it normal or what? How can this be fixed? In my opinion, 4.1 sounds far less attractive then 4.4 mentioned in the fact sheet.
