Changing this parameter solved the problem!
Perhaps this parameter does not work correctly with this processor|

Not much we can say without your system specs.  But, according to the chart in this article where they talk about the change in computer requirements:

the 5600 is now the minimum processor for ray-tracing mode.  Are you sure you were running the latest update before?

Yes, I'm sure, because before that I played on the ryzen 2600 and after updating the processor, I expected an increase, the FPS did not change and the CPU load was 100%
regardless of the settings, except for the crowd, the load on the processor does not decrease, as if the processor in the game does not work as it should
my pc:
Patriot Viper Steel 8 gb*2 3733(3800)
rx 6700 xt (before that there was a 5700 xt and it was the same)
ryzen 5600
MSI B450-A PRO MAX
bp Zalman ZM600-XE 600W

I played the game before I updated the processor, I expected an increase, it happened, but only cyberpunk reacts to the change in this way
reinstalled the operating system - did not help
rx 6700 xt (before that there was an rx 5700 xt it was the same)
16 gb 3800

I haven't played the game, so I'm speaking from ignorance here.  But, it looks like your GPU (6700XT) is running at about 96% utilization and your CPU (5600) is about the same.  That actually seems like a good balance to me.  You're getting 123 fps, the frametime graph is absolutely flat, and the resolution/graphics look tremendous.  I'm thinking that's all good, especially with what CD Projekt Red said about how many resources the game will take after that patch/DLC.

Have you tried asking in the Steam forums for the game?  See what kind of numbers others are getting with similar setup?
