My XFX RX 590 Fatboy seems to have horrible stuttering no matter the games I throw at it. Those games seemed to have run relatively fine with my GTX 1060 6GB. The games barely feel any smooth; I get high FPS like I should be, yet the frametime spikes are quite noticeable as I can feel the stutters, unlike in the benchmark videos. I've also did the following things, yet the issue carries no matter what. The 12V rail cables are fully connected (and separate ones are utilized), so the lights on top of the power connectors are both blue.
What I've tried:
* Tested every single stick of RAM (and tried running at 2133MHz)
* Moved the game from one of my HDDs to my M.2 SSD
* Updated to the latest BIOS (and reset the settings too)
* Activated/deactivated VSync (no effect whatsoever)
* Rolled back drivers by 6 months
* Fresh install of Windows 10
* Yes, I did try FidelityFX, but this didn't resolve anything with stutters
* Used the Gaming preset in the Radeon Settings, which turned on Anti Lag, but this didn't help too
* Tried the Balanced & High Performance power plans to no avail
* PSU is more than sufficient to handle the 590's power draw
* Last time it was RMA'd I heard no issues from the GPU; therefore, it's not the GPU itself being faulty
* And yes, I know y'all gonna complain that the 3900x is "too overkill" for the RX 590, but I'm settling with it so I can save up on my money to eventually get with the times and snuggle up a newer, powerful enough Radeon.
The weird thing is that my GTX 1060 works pretty well and doesn't have severe stuttering most of the time but that changes once my 590 is in it.
