XFX Radeon 6650 XT - Low default clock speeds

Hi everyone.

I have a 6650 XT that's underperforming. It looks like the card is only running at a max 1200mhz, instead of the spec'd game clock of 2410 mhz. In game performance reflects this, with FPS about 50% lower than it should be. Checking the forums, it looks like this was a known issue back in January 2023:

As others did in that thread, I can "overclock" the card back to its spec'd clock speeds, but its not a permanent solution. Has anyone encountered this issue and found a solution?

System Specs:
- AMD Ryzen 7 5800X
- Asus ROG Strix B550m
- XFX Radeon 6650 XT Swift 210
- 16GB DDR4 Ram at 3200 Mhz
- Windows 11 Pro
- Adrenaline 29.3.1

The card will only run as hard as it needs to depending on game engine, graphics settings, monitor resolution.

Give a game example, settings, resolution, for someone to offer further suggestions.

What does it clock at in the amd stress test?

Sure. I installed Linux Mint last night and tried out Cyberpunk , so there's a good comparison to work with since I have data for both.

Linux
1440p, Ultra settings, RTX, FSR and SuperRes off
Avg FPS: 45
Core Clock: approx 2500Mhz
Temp: 80c
Card utilization: 99%
Power Draw: avg 140w

Windows 10 Home
1440p, Ultra settings, RTX, FSR, and SuperRes off
Avg FPS: 25
Core Clock: approx 1150Mhz
Temp: 45c
Card Utilization: 99%
Power Draw: 45w

To my eyes, this points to a problem with AMD's Windows drivers (29.3.1 was used here). Linux isn't exactly a 1:1 comparison for performance, since there's overhead for Proton and Wine, but clearly the card is nerfed in some way under windows, either through a power limit or a clock limit.

Edit: 1440p, not 1080p

Oh, and you asked about the stress test. I went ahead and switched back to windows to check that out. Looks like it clocks correctly during the stress test.

Core clock: 2707 Mhz
Power Draw: 120w
Temp: 70c (I didnt run it for long)

Reran the cyberpunk benchmark again:
Core clock: 2500 Mhz average
FPS: 41 avg

Note: This is after a clean reinstall of windows. So, it looks like wiping and reinstalling windows has resolved the issue. I have to run out the door for a short trip, but when I get back ill dig in a little deeper and see if I can get more solid figures.

But for now, looks like things are resolved!

salut j'ai fait l'acquisition de cette carte il y a 3 jours j'ai été plus que déçu carte moins performante qu'une RX 590 8 go à Armor acheté 120e le seul jeu fonctionnant à peu près c'est rocket League. les spécifications techniques de cette carte sont imprécises certains site marques PCI 4 x16 d'autre PCI 4 x8. Après on parle de vitesse de vram et non de vitesse d'horloge a 2645mhz , j'espère donc que les pilotes finiront par corriger ce problème même overclocker je ne dépasse pas les 1500 MHz de vitesse d'horloge ... 

Deja sur la RX 590 sa vitesse prédéfinie été 1565 pendant 6 mois j'ai pas pu me servir de mon PC au bout de 5 minutes ça crash obligé de redémarrer , jusqu'à que je comprenne qu'il fallait abaisser les fréquences à 1545 après toutes les mises à jour ça commence à faire beaucoup là merci AMD
