With Sapphire 6700 10gb, computer won't pass boot screen

Hello,

I installed my new Sapphire 6700 10gb card and with it powered up the computer won't advance past the boot screen where it says "DELL". The fans on the card do spin. Everything works with my outgoing RTX 1660S, and with the onboard graphics if the card isn't powered. 

So far I have tried:

Vacuuming and resettling the card.

Updating BIOS and all drivers.

Deleting all Nvidia software.

Using a different power cable plugged into a different port on my PSU.

Installing drivers without card plugged in (won't install, can't detect card). 

Unplugging all of my SSD drives, leaving only my NVMe and the card powered.

None of these have gotten me past the Dell boot screen with the card powered on. 

I would appreciate any advice!

I have a Corsair 650 PSU and these other stats:

Hard Disk KXG50ZNV256G NVMe TOSHIBA 256GB (256.0 GB)
Network Card TP-Link Wireless USB Adapter

Turns out I needed to disable "Secure Boot" from the BIOS.
