When did Windows start designating the external GPU as the "power saving" one?

When did Windows start designating the external GPU as the "power saving" one, over the iGPU in the CPU in Graphics Settings in Windows Settings? It used to be the iGPU was the "power saving" and your "real GPU" was the "High Performance" one.  Now my XTX is both. I confirmed this is not a fluke on another system I have with a 7900XT, same thing, it's the power saving AND the High Performance one. You can still designate the iGPU for an app manually as it still shows up as a "Specific GPU"

This is bad, because it makes games run like crap with other apps like browsers open, that use GPU acceleration, unless you manually set up the app to use the iGPU.
