I have a problem with the rx 5700 XT graph does not exceed 1400mhz and gives a pretty poor performance. Playing reaches about 80°C and the hot spot at about 110°C, this is the reason why the graph does not reach high frequencies?
Whether it's playing or doing performance tests, it never exceeds those frequencies.
