This issue seems to be endemic with Radeon software over the last 4+ years. Hopefully, AMD will eventually fix it.
I just got a brand-new RX 6900 XT. I installed the latest WHQL drivers (21.6.1) while offline. After a few reboots and basic tests, I noticed that my Radeon software was no longer starting up automatically (I was going into the software on every reboot). I then tried to manually start the software and it still wouldn't start. My initial search gave the advice to just uninstall and reinstall the software, but this isn't a fix, per se. The GPU was working fine with the drivers. I just couldn't change settings, monitor temps, or anything else of that nature because the software wouldn't load.
Digging a little deeper, I came across this solution. I navigated to C:\Users\<username>\AppData\Local\AMD and renamed the "CN" folder. Renaming it forced the Radeon software to create a new CN folder the next time the software started up - BUT IT DID START UP!
My Radeon software has been fine ever since, through a dozen or so reboots and power ons. I hope this helps anyone still having this issue and I also hope some mod on this forum knows someone who knows someone on the software dev side at AMD so they can finally put this issue to bed. I remember having this same issue with my old Vega 64 years ago (I just reinstalled the drivers then) and the issue still exists to this day.
