Hi , just purchased 6650xt , posted here few times regarding stutter issues. I think this maybe the cause the fact the gpu is down clocking so hard when in games. I dont understand why this is a thing by default if it causes issues ? 

As you can see at point i took that screenshot it was down to 899mhz and 67 percent usage. frame time was clean there " ironically ". Is there a way to circumvent this issue and why does it do this anyways is my main question ?
