If your room temperature is 33C (91.4F) don't expect the GPU card to run cool at all. At 33C room temperature the GPU Fan and heatsink are unable to efficiently cool that GPU card.
The reason why is because the GPU fan is sucking in hot air from the outside to cool a hot GPU card.
If you can lower your room temperature to 25C - 27C than the GPU card will be able to cool better and run cooler.
