My roommate recently wanted to get a new GPU because his old RX 580 wasn't up to the task of running Black Myth Wukong so I recommended he get an XFX RX 7600XT. It came in and he installed it but it runs worse than his old GPU, he was getting 12fps with 1440p high settings. I took a look at it and did some research, I enabled SAM as well as disabled AMD on-screen popup(which seemed to help the most). I also updated BIOS and chipset drivers, I am running Adrenaline 24.8.1. Now I am able to get 50fps but terrible stuttering and lagging and as you can see in the picture below the frame times are awful. The clock speed is also only at 1023MHz and max I see it get to is around 1250MHz, I think this is the biggest culprit, GPU-Z says core clock is 2470 but I haven't seen it anywhere close to that. It also says 97% utilization but the temperatures of this card are very low, at least I think so.

16GB RAM XMP Profile is at 3200MHz
750w PSU
At this point I am thinking RMA the card and if that doesn't work just return it and go team green even though I've always been team red. I read so many forum posts and so many of them having no real solution, so if anyone can help.
