RX 7800 XT Stutter

Description of Original Problem:

Upgraded from GTX 1080 to the 7800 XT. Performed necessary steps when switching (DDU safe mode, installing AMD GPU Drivers). I encounter stutters even when I'm not gaming or in browser. For example can even occur when I'm in Windows Settings with nothing else running. Luckily in game (MHWilds) don't really notice any stutter, but if I mouse over to my second screen with a browser I really notice it.

Troubleshooting:

  • Made sure both monitors were same refresh rate (60Hz)

  • Disabling Multi-Plane Overlay (MPO)

  • Disabled Hardware-Accelerated GPU Scheduling

  • Disable hardware acceleration when possible (Firefox)

  • Disconnected second monitor

  • Updated BIOS

  • Followed advice in another post

    • Undervolt GPU (1150 default to 1100)

    • Make sure AMD User Experience is turned off

    • Disable ULPS with MSI Afterburner

    • Bump Min Freq to 100MHz less than Max Freq (500Mhz->2900MHz)

  • Followed advice in another post

    • Open the taskmanager, terminate all "AMD SOFTWARE" and "RADEON SETTINGS" tasks. Then restart Adrenalin.

      • Worked briefly but the stuttering comes back every time after reboot

  • Followed advice in another post

    • Uninstalled Adrenalin and just kept the driver

    • Mentioned something about fTPM and SAM clashing, but N/A since my PC doesn't support those things.

  • Tried to follow advice in another post

    • BIOS did not contain "secure Boot > toggle off the delete key / new CPU setting"

    • BIOS did not contain "Advanced > AMD fTPM configuration => Erase fTPM NV for factory reset - Disabled"

  • Monitored CPU, RAM, and GPU through Adrenalin

    • Did not see any unusual spikes when stuttering occurred.

  • GPU Default Tuning and Overclock Tuning through Adrenalin

    • Still happened in both instances.
