Description of Original Problem:
Upgraded from GTX 1080 to the 7800 XT. Performed necessary steps when switching (DDU safe mode, installing AMD GPU Drivers). I encounter stutters even when I'm not gaming or in browser. For example can even occur when I'm in Windows Settings with nothing else running. Luckily in game (MHWilds) don't really notice any stutter, but if I mouse over to my second screen with a browser I really notice it.
Troubleshooting:
Made sure both monitors were same refresh rate (60Hz)
Disabling Multi-Plane Overlay (MPO)
Disabled Hardware-Accelerated GPU Scheduling
Disable hardware acceleration when possible (Firefox)
Disconnected second monitor
Updated BIOS

Undervolt GPU (1150 default to 1100)
Make sure AMD User Experience is turned off
Disable ULPS with MSI Afterburner
Bump Min Freq to 100MHz less than Max Freq (500Mhz->2900MHz)
