First off depends on your card's make/model not enough info.
For my 6950xt this can reach those temp only under heavy power usage have you monitored how many watts its using while at those temps, also the air flow in the case greatly effects the temps. After eliminating those 2 factors to further improve cooling you can adjust the fan curves (system wide) and on the GPU, and possibly undervolting. For cooler gaming lower the refresh rate and/or limit the frames to a lower amount idealy same as the refresh. At 165hz mine can easily reach those temp, I generally use 120hz and cap as 120 as most game tend to drop around this range for me anyway. You can also limit the watts but at stock should be fine, and at 110c the card is throttling to prevent higher temps I see no problem or reason for RMA unless this is happening at low loads.
