RX 6600XT low performance in games, low temps, but normal boost clocks and wattages

recently bought a Sapphire Pulse 6600XT, but I just can't get it to work properly. Using Rivatuner, it detects that the GPU usage, GPU clockspeeds, and wattage all seem normal. But the temps, and the framerates are super low. My GTX 1650 Super is performing better than it at game like Monster Hunter World, Control, etc. The GPU temps never go above 44 C when gaming, and my framerates are super low.

Specs:

Ryzen 5 3600

MSI b450i Gaming Plus AC

Sapphire Pulse 6600XT

2 x 8 GB Crucial Ballistix 3466Mhz

WD green SSD, Samsung SATA SSD, 1TB HDD

FSP Dagger Pro SFX 650W

if it also helps, the motherboard has to run a PCIe Riser cable due to the use of an ITX Case.

try to check if gpu is changing to Pci-e 3.0~4.0 on load maybe the riser is the problem... i heard some fake 6600xt on market you should check that to.

Force PCIE 3.0 in Bios, test without the riser and make sure that you are using correct drivers. Windows update secretly installs an unsupported driver in the background (21.20.16) that is not supported by the card and cause a lot of issues
