I just built my first pc recently. The GPU fan is running loudly and at high rpm while under 0 load and low temperature. Can someone PLEASE help me? The noise is driving me crazy. I've attached some readings below.

I've tried:

1. reinstalling AMD Software and its drivers,
2. MSI afterburner, Trixx,
3. opening the pc and rerouting all cables,
4. changing settings in fan control programs listed above,
5. downloading new chipset drivers,

and all give me NO CHANGE

Can someone PLEASE HELP ME WITH THIS?! I'VE BEEN TRYING TO FIX THIS FOR 2 DAYS
