RX 5700 XT idle clocks during gameplay

RX 5700 XT clock idles at 100 mhz in Fallout 4, it's probably a driver issue not a hardware one since it maxes engine limit at 2k in DOOM. Any suggestions on how I can fix this problem?

I managed to find a solution. If your RX 5700 Idles on older games, right click on your desktop > display settings > Graphics settings ( at the bottom ) > browse for the executable of the game you want to play and set it on high performance. I shouldn't have to try and fix your driver bugs lads, put some effort into it since people put their trust and their money in your product.

enable vsync in wattman, not enhanced sync

Enable vsync so that it marches your monitor refresh rate
