Sounds to me that windows is detecting a second display and uses that as it's main output device.
Unplug all other monitors first and/or change the device order from within the Display Settings in windows.
You might also check if AMD adrenalin for the same options.
Another reason why this happens is that if you use multiple monitors with different resolutions, windows tend to use the monitor with the lowest resolution as it's main output.
You can manually change these from within windows itself but you might have to do some reboots for it to stick.
