Fan is actually running 100% -driver  v 21.2.1 with HP Envy 700-430qe, Windows 10 Pro Ver 20H2 OS Build 19042.746.

Also, there is no "Tuning" option in my driver options panel for Performance. (only "Metrics" and "Advisors"

The fan does not run full speed until I install the Radeon RX 560 driver.

Try using MSI Afterburner (or other 3rd-party app) to manually configure fan curves. If even these apps doesn't recognize your fans, you have a problem.
