[EDIT: Turns out the Radeon Chill setting chokes all performance for no reason at all]
As it says in the title, my new RX 5500 XT GPU won't run at full usage. In all of my games, I rarely break 50fps and it tends to hover somewhere between 35fps and 45fps, with the clock speed hovering at around 1000Mhz despite being capable of running at +1800Mhz. The temperature also sits at about 50 degrees Celsius, which is idle temperature and the fans don't achieve much in the way of RPM.
I have the latest drivers installed and a stress test tells me that it can run at full use, but it just doesn't.
I haven't experienced flickering or any other issues, just very low performance. I know someone with an almost identical set up as I have (same CPU, same GPU, same amount of RAM, same PSU) and they regularly get over 100fps in their games.
I can't for the life of me figure out what is wrong with it.
