RX 470 4 GB Locking Framerates at 30 FPS

Issue Description

I apologize in advance if my question has been answered, but I could neither Google the answer nor find it in the forums.

I play two games that my RX 470 4 GB likes to lock at 30 fps: Halo - Custom Edition and Freelancer. Halo runs at 30 fps when I enable v-sync - in spite of my 60 Hz monitor - and Freelancer always runs at 30 fps unless I run it in a window. My Radeon Adrenalin settings are neither forcing v-sync nor capping my fps, so is there anything else that I can change to stop my video card from capping these games at 30 fps?

O.k., I seem to have discovered the culprit. This FPS lock appears exclusive to enabling GPU scaling and setting the scaling mode to "Center." Can anyone tell me why centering the image with GPU scaling causes my games to lock at 30 fps? Is this an AMD issue, or is it a monitor issue?
