I wonder if someone can assist. I bought a brand new XFX 6800XT 2 months ago and it's been a very rocky road since. The long story short is that any visual or audio content stutters until the Radeon driver is either completely removed with the AMD cleanup utility or the latest Adrenalin software pack is reinstalled.
I've been reading through a plethora of forums about the same issue and followed each advise, however none made a permanent fix. The only temp solution that works is to remove the driver and reinstall it. Sometimes a full cleanup is needed, as the reinstallation doesn't get rid of the stuttering, which is beyond annoying.
I literally have to start every single day with wasting 10+ minutes to remove the same driver and reinstall it in order to temporarily get rid of the audio/video stuttering. I have reinstalled Windows 10 with the latest service release several times from scratch. Absolutely Sisyphus style of endless cycle of struggle, I have to say. The BIOS is updated to the latest version as well as all drivers. There is literally nothing out of ordinary on the PC, nor it has any registry tweaks or anything along those lines.
The screen stuttering has a visual clue right at the Windows boot up process when the 5 dots go around in a circle clockwise. The stuttering literally starts and present before Windows is loaded. The sign is that the dots go around the circle with a slight, but distinctive lag. Once they do the welcome sound on the Windows login screen gets distorted (audio popping) after which any video or game content follows the same pattern until the Adrenalin software pack is either reinstall or removed first with the AMD cleanup utility.
Restarting Windows doesn't clear this issue, not even temporarily.
The above situation is present and persistent even on a brand new, freshly installed Windows 10 after the drivers are installed. I tested Windows 11 as well. The stuttering continued and had the same pattern.
I don't believe the issue is hardware related as the graphics card works fine all day, after the daily routine I described above, until the next reboot...
I'm at a stage where I may switch back to an old generation of nvidia RTX card that the 6800XT was supposed to replace as an upgrade, just to save my time and my sanity....
ie a downgrade may well be a salvation. Replacing the current card with my old one instantly fixes the above issue, however it's not a solution as the graphics performance is far less capable on the old nvidia RTX 2060.
I have to say that I never had such issue in the past 30+ years since I've been using PC's. Experiencing such issues on a daily in 2024, close to 2025 is not only ridiculous but straight up infuriating.
Please advise if you have come across the same screen and audio stuttering issue and found a fix solution.

I bought a 6800 XT year ago in November. A month or 2 later I tested all components on air cooling to make sure they worked. Then I had the computer apart until about 2 weeks ago. The driver worked fine in Fallout 4 as far as FPS goes but there are some totally black textures and some odd shadows. So there's a shader issue of some sort.
I update to latest drivers to attempt fixing the shader issues. This completely broke gaming and caused horrible stuttering. Even loading game loading music and the main menu stuttered. I tried both minimal install and diver only but there was no difference.
Reverting to the year old drivers whql-amd-software-adrenalin-edition-23.11.1-win10-win11-nov3-rdna.exe fixed the stuttering. That's running just the drivers. I didn't test a minimal installation. Now I just have to find a shader fix. Try a driver downgrade.
I'd tell team Red to collect their feces but instead of getting it together, they've already left the GPU manufacturing game.
Edit - now the old driver is stuttering too. Between the card and the waterblock, I spent $700 to break my primary game for which I make mods. GG Radeon.
I finally, after hundreds of tweaks, reboots, posts read and videos wathced, FINALLY FOUND IT.
The issue was not the GPU. Core Parking was not working.
The BIOS fix is to set cppc to "Driver".
Thank you for the suggestion and the YT video, however in this BIOS there is no such settings as "CPPC -> Driver". It only has the following: enable / disable / auto CPPC. It's a B550i Aorus Pro AX systemboard with the latest BIOS.
The best I could do so far to tackle this issue is to have the AMD Adrenalin software reinstalled on a regular basis, about 5-6 times a week at least, which again in 2024, close to 2025 is everything but acceptable from a customer's point of view. All that on an absolutely clean, non-OC'd setup.
It's literally a box standard installation with no HW/SW tweaking, which also means that encountering such issues as the constant sound popping and the screen lag is one massive failure by AMD. If I remove the 6800XT and the Adrenalin software, reinstall my old, inferior RTX card and the latest nVidia software then there is zero sound popping and the same amount of screen lag is observed.

One more thing I wanted to add to the above is that the CPPC setting was on Auto in the BIOS by default. I've tested it with the Enable option on to no avail. Is it worth disabling it or would that defeat the purpose?
Let me know if there is anything else need changing in the BIOS.
