Problems with Overclocking my RX 6650XT

My computer is less than a year, and I bought a 6650XT 3 months ago. I'm new to overclocking, so I don't know much. I am having several issues with overclocking my GPU.

The default setting for my memory clock is 2188 MHz, and when I try to raise it up by a little bit such as 2190 MHz, my monitor begins to flicker. Another problem I face is when I'm monitoring my GPU in GPU-Z, I can see that my core clock fluctuates up and down like from 330 to 2757. Also note that my temperatures are below 60C and never goes above, so I don't think it's a temperature issue. Right now my settings are set to:

GPU Tuning

Min Frequency: 2750 MHz

Max Frequency: 2800 MHz

Voltage: 1200 MHz (default)

Memory Clock

Memory Timing: Fast Timing

Max Frequency: 2188 MHz

Power Limit: 10

Specs

CPU: AMD Ryzen 5 5600X 6-Core Processor

GPU: XFX Speedster SWFT 210 Core Radeon RX 6650XT 8 GB

Motherboard: Asus ROG STRIX B550-F Gaming

RAM: G.Skill Ripjaws V 32 GB (2 x 16 GB) DDR4-3200 CL16 Memory

PSU: Thermaltake Toughpower GF1 PE 750 W 80+ Gold Certified Fully Modular ATX Power Supply

Storage: Silicon Power A60 1 TB M.2-2280 PCIe 3.0 X4 NVME Solid State Drive

Edit: I reset my settings to default since it started to freeze my monitor.

I don't know what I'm doing wrong, and how to properly adjust my settings. If anyone can give me advice, it would be greatly appreciated.
