Hi there, newbie here. My rig was using a RX570, a PCIe 3.0 card, was running fine all along. Just swap it out with a RX6650XT. Wipe the old driver with DDU, it boots fine with no driver loaded. Once I install the adrenaline (any version from 22.5.1 to 22.11.2) it crushed. I have tried everything I could think of, turn on/off SAM, reinstall windows 11, move my ssd to the different M.2 slot, even set the PCIe slot to x8/x8 mode. Nothing helps. I though PCIe4.0 graphic card should be backward compatible with 3.0 slot, is it not?

It should be backward compatible, but you will see less performance than if you had it in a PCIe 4.0 slot since it runs at PCIe 4.0 x8 instead of x16.
What brand and rating is the power supply?
That's what I thought, GPU should be backward compatible to PCIe3.0.
I think my PSU is Thermaltake 750W. Don't remember which model.
My CPU have internal graphic as well. but if I don't have a graphic card plug into the first PCI slot, it won't post. Even I have enabled internal graphic within UEFI.

So if you don't have GPU inserted, machine wont boot at all? Are you sure or is the screen just black? Do fans spin, do LED's light up?
CPU power connector on motherboard, top left corner, make sure they are properly inserted. It can be 4+4 cable, so make sure both are firmly in place. Disable iGPU/APU from BIOS.
Maybe unplug CPU, check there are no bent pins and reseat. Make sure you have thermal paste at hand to reinstall CPU cooler.
You said you'd swapped out the cards, but did you uninstall the previous AMD driver first? IF you haven't, download and run DDU (Display Driver Uninstaller), be sure to disable WiFi first, or unplug the LAN/ethernet cable from your PC (this is done to prevent Windows from installing a driver automatically). After reboot, install the latest driver and it should be good to go. I'm going to do this, like all previous driver installs, expecially when I get the RX 7900 XTX to replace the 6900 XT in my main rig.
As for the PCIe 3.0 slot, your new GPU is backward compatible and should be running at PCIe 3.0 x16
I did everything you said. Multiple times. I think my CPU might be bad. I have ordered a 5600 (which has no internal graphic but support PCIe 4.0), Will see how that turn out.

1) Have you connected PSU cables to GPU?
2) I think, just in case, I would reinstall motherboard chipset driver because 570 ja 6650 behave a bit differently.
3) Maybe clear CMOS, because PCIe Gen -setting is like on "Auto" and maybe motherboard is confused because there is now another, different GPU, with different PCIe generation.
Clear cmos = unplug computer from wall socket and wait one minute so that capacitors drain dry, remove BIOS battery, reinstall BIOS battery, plug computer back in. Go to BIOS, enable D.O.C.P., SAM, virtualization, safe boot and whatever you have changed from default.
I would consider clearing shader caches as well. Maybe some game engines behave differently with different PCIe gens or GPU's.
And nothing wrong with running good old sfc /scannow in elevated command prompt to check and fix system files, which might get corrupted just because you have now experienced crashes. chkdsk /F too...

I did all of what you suggested. Reinstall windows, clear CMOS, force PCIE to Gen 3 (the only one I can select). Nothing helps.
Also, the crushes did not happen when games were run. It crushes shortly after I login, sometime even before. When I boot with no driver installed, it boots fine (Can't run games off course).
That's what puzzle me so much. Maybe I have a bad CPU. I will have to see when my new 5600 came.
One thing to check is that iGPU or "APU" in disabled from BIOS. It should happen automatically when you install a graphics card, but manually disabling it might be a good idea.
Also your memory is running at 3600 MT/s which should not be a problem, but crashes like this could be from memory issue, so I would try disabling XMP/DOCP from BIOS. If that fixes the problem, then re-enable it and try adding more voltage, like from 1.35V to 1.375V, but not above 1.4V or other option would be to lower memory speed to say 3466MT/s.
The top PCIe x16 slot is PCIe 4.0 on a B550(m) motherboard ..so I'm not sure what you are going on about in that regards
Is your motherboard's BIOS up to date? That might fix your issue right there ... IF not ..
Thermaltake isn't know for high quality power supplies .. what exact model is it?
My wife was having what I thought where issues with her video card .. I replaced her Thermaltake power supply with a better one from a different vender and all her issues went away
I'd try a different power supply .. 750wtt "should" be enough wattage with an 80+ Gold or better rating from a reputable brand (Seasonic, SuperFlower ..etc) check reviews from hardware sites before purchasing anything
Also .. make sure you have the latest AM4 chipset drivers installed from AMD.com too
Make sure your Windows install is up to date .. you should be running Win10 or Win11 hopefully

You are right about the B550 is PCIe 4.0. But my CPU is the 5600G which only support PCIe 3.0. Normally the GPU should automatically drop to PCIe 3.0 but in my case, it doesn't.
Anyhow, I purchased a 5600 (non G) which support PCIe 4.0. The adrenaline software installed and run fine. I'll do some more testing to make sure the power supply is not the bottle neck.
Thank you everyone for your advises. I install another CPU that support PCIe 4.0 and now my system runs without crashing.
