PC boots with integrated graphic but won't post with GPU installed, fans spinning with no debug LED

My parts:

CPU: AMD Ryzen 5 7600 3.8 GHz 6-Core Processor 
CPU Cooler: Thermalright Peerless Assassin 120 SE 66.17 CFM CPU Cooler 
Motherboard: MSI PRO B650M-P Micro ATX AM5 Motherboard 
Memory: TEAMGROUP T-Force Vulcan 32 GB (2 x 16 GB) DDR5-6000 CL38 Memory 
Storage: Western Digital Black SN770 2 TB M.2-2280 PCIe 4.0 X4 NVME Solid State Drive 
Video Card: XFX Speedster QICK 319 Core Radeon RX 7800 XT 16 GB Video Card 
Case: MSI MAG PANO M100R PZ MicroATX Mid Tower Case 
Power Supply: Corsair RM850x (2021) 850 W 80+ Gold Certified Fully Modular ATX Power Supply 
Operating System: Microsoft Windows 10 Home

I am building a new PC. It posts when the 7800XT is not installed, with the monitor connecting to the integrated graphics. However, once I install the GPU, the PC does not post or produce any video output. I have tried to plug the monitor into all the DP ports and the HDMI port on the 7800XT but there's still no luck. When the GPU is installed, I cannot get any video output if I plug the display cable to the motherboard I/O as well. The GPU fans and CPU cooler fans are spinning however. Both the 8-pin connectors on the GPU are plugged in with 2 different cables from the PSU. 

The cpu and ram light will light up momentarily when I power on the computer, but they will go off shortly and no debug light stays on.

 

What I have tried:
- Updated BIOS to ver. 7E27v1B. (The latest one that's not on BETA)

- Resetting CMOS by shorting the pins (The battery was stuck pretty hard and I could not remove it)

- Change the PCI-E gen to Gen 3.0 or 4.0 when I was able to access BIOS with the integrated graphics only, then plug in the GPU to reboot. But no luck as well.


I am wondering whether the motherboard or the 7800XT is faulty at this point. This is my first time building a PC. Please leave a comment if you have any idea. Much appreciated!!!
