Hi , i have a system Ryzen 5800x , gigabyte x570 pro and 64 GB of Ram , i ordered Sapphire Pulse 9700XT to replace my GeForce 3080 that really struggling  in Monster Hunter Wilds and yes in my country 5070Ti costs 300$ more then 9070XT , what should i know before replacing Nvidia card, i will fresh install the Windows 11 , should i know something specific for Amd cards ?

If you are doing a clean windows install, then don't have to worry about wiping old gpu drivers with DDU. Just make sure your PSU is rated high enough for new GPU.
