New RX 6650 XT stuttering in every game and horribly in Destiny 2.

Recently upgraded from an NVIDIA card, to a brand new RX6650 xt and am now experiencing a horrible stutter across all my games. Some games it only stutters a few times during the beginning and never again. With Destiny 2 however its completely unplayable. It is constantly stuttering and freezing, any time anything happens in the games the game freezes for a split second over and over.
Furthermore, in the adrenalin app the utilization of my gpu never goes past 70% while playing this game (Destiny 2) and sits normally at around 40-50%. On other games it works and runs at around 90% consistently. I've tried nearly everything under the sun I have no idea how to fix it. I'm hoping this is just on AMDs or Bungies end but I do not know. Please help, I'm at my wits end with this card, about to return it and just get another NVIDIA. It was a birthday present from my dad, but with Destiny 2 Lightfall releasing soon, and the game being unplayable, I'm losing my mind.

CPU- AMD Ryzen 7 3700X

Ram- 16.0GB Dual-Channel DDR4 @ 1064MHz (15-15-15-36)

GPU- 8176MB ATI AMD Radeon RX 6650 XT

PSU- Thermaltake Toughpower GF1 750W 80+ Gold

Set your RAM to XMP profile in BIOS. Looks like it's on the slowest speed which will not help your situation. 2028mhz ram is no bueno. Ryzen likes 3200mhz 

Google DDU driver uninstall and see if that helps.

it's not just amd that has this issue.

this is the fix for me.  hope it works for you too.
