My RX 6700 XT doesn't want to turn on in my PC.

PC SPECS:

CPU: Ryzen R5 7500F

RAM: Patriot Viper RGB 6800 Mhz

Motherboard: Gigabyte B650 Elite AX rev 1.0

GPU: Sapphire Pulse RX 6700 XT

SSD: Kingston NVME 1 TB

PSU: Cougar GLE 850W

The computer has been in use for about a year/year and a half.

About a month ago I had problems with the power supply. The video card sometimes did not start and I had to try to rearrange the RAM strips to turn it on. If the video card could be turned on, the computer did not turn off and did not reboot until I turned it off. If I turned it off for a couple of minutes and turned it on, it also started up without any problems, but if I left it for an hour or more, I had to play around with it again. If I turned on the computer and the video card started up, then the second time it started up without any problems without playing around with the RAM, only the third time the story repeated itself. When it turned out that the power supply had burned out, since everything worked perfectly on the other unit, and another technician who examined the unit more thoroughly confirmed this, I replaced my Montech Century 850w with a Cougar GLE 850w. Having replaced the power supply, I again encountered a problem that was unexpected for me. The video card basically did not start up no matter what. Later I took it to a friend and checked it with him and it started and worked perfectly and I also took a similar card from another friend (6700 xt hellhound), which also worked without problems in my PC and there were no errors in the system. That is, my computer is absolutely healthy and my video card does not detect errors on other computers, but in the Union they do not want to work. Please help me understand what the problem is.

Since you eliminated the GPU card (RX 6700XT) by using it in another compatible PC and it works fine plus you also installed a similar but different GPU card model (RX 6700XT Hellbound)  and it works fine suggest the Sapphire GPU card is not totally compatible with some hardware in your PC.

See if your Sapphire has a BIOS Switch on it (Dual BIOS) if not install the Sapphire GPU card again and make sure you have all the PSU PCIe Power cables connected to the GPU power connections.

Try to boot up into Windows. If you are able to boot into Windows download and run OCCT CPU,GPU, & PSU Tests.

See if the PC crashes when you run either of the 3 tests. Keep an eye on Temperatures, Fan Speeds, & especially the PSU Outputs (3.3/5.0/12.0 VDc).

Otherwise I would open two support tickets, One with Sapphire Support and the other with Gigabyte Support.
