my computer does not recognise my rx470

please help, i've tried everything i can find on the web but i cant find my gpu on my pc 

the gpu lights but cant get it to work

what motherboard are you currently using? Does it have another PCIE slot? 

I have the same issue with my Vega 64 and PCIE slot 1 (3.0x16) but when I use it in my PCIE slot 2 (3.0x8) it runs perfectly fine. I am using a MSI X370 gaming carbon pro motherboard.
