I've been having an issue where my gpu wattage and utilization will tank in certain scenarios. I have both garuda linux and windows 10 installed on my machine, and I've observed the issue on both.

here is some risk of rain 2 gameplay i recorded on linux to demonstrate. As you can see, even when there's almost nothing happening on screen the usage will stay at around 90% or more, but at 1:35 when I activate the teleporter the usage tanks considerably into the 70% range. It seems to just get lower and lower the more graphically intense it gets. i didn't set up mangohud right in the video, but the gpu power draw is also going down when it happens too.
I also tried Grim Dawn and saw similar behavior. The gpu usage and wattage will just tank in certain places, even though it just results in lower framerates, often below the refresh rate of my 144hz monitor.
Turning free sync on or off doesn't seem to have an effect, but turning off resizable bar does make it somewhat better, but doesn't completely fix it.
My CPU should be plenty powerful enough to drive the gpu, and my 650 W power supply should be able to provide enough power, so what's going on here? Is this some weird driver bug that affects older games? I've tried DDU'ing my drivers and reinstalling them, updating my bios, almost everything I could think to do. I tried setting a minimum clock speed, but it doesn't seem to help.
I'm really at a loss for what to do here, I just bought this card and I'm really starting to regret my purchase.
