Low fps at minecraft... and artifacts at newest drivers

Im getting arround 20-160 fps on minecraft and cant even get stable 60 fps. There are aslo happening artifacts on the newest drivers. And aslo gpu usage cant even reach more than 20%. Any help?

GPU: Sapphire Radeon RX 5700 XT NITRO+ 

CPU: Amd ryzen 5 3600

Motherboard: B450 Tomahawk

RAM: Corosair 16GB 3200Mhz Vengeance RGB PRO (2x8)

PSU: SilentiumPC Supremo L2 650W 80 Plus Gold

Operating System: Windows 10 Pro

GPU Drivers: Adrenalin 2020 Edition 20.1.2

Its because of AMD's stupid un-optimized trash powerplay which downclocks the GPU.

Cant be fixed so RMA the GPU ASAP.
