You will need to translate that image into English unless someone understands that language.

Also you need to post your PC Information (Make & Model of GPU Card, Motherboard, CPU, etc) and what you did to fix your problem and Windows and AMD versions

It's a crash report tool.
What I did: I started Half Life Alyx and tried to play it for 2 seconds.

My system:
5800x
7900XTX AMD GPU

Everything was running perfectly fine, until I bought this AMD GPU.
