How to decide if graphics card is bad

My AMD Radeon R9 270 is 7 years old.  My HP monitor does not receive a signal and goes blank.

However if I repeatedly turn on and then turn off the entire system, the monitor will eventually

receive a signal and works fine... until the next time I turn on the computer.

I have:

1.  Updated drivers

2.  Have replaced HDMI

3.  Tried a DVI cable

4.  Unplugged HP computer and pushed the on button 

      for 20 + seconds to eliminate static.

Does this sould like a bad graphics card?

No, a faulty video card produces a specific POST beep code error, plus it wouldn't work flawlessly if it had issues initializing.
