It's normal, I have the MSI gaming X one, and it has the same behavior. The card will try to keep the fan speed as low as possible to be quiet (but the card will get hotter faster), and when the temps reach the 75c threshold the fans kick in on the highest rpm. The problem is that the card can't cool itself down (goes down to the 60s for example) but only manage to keep the temp below 75c, so the fans will keep spinning at the highest rpm for a long time (until you pause the game or go into a less demanding area).
