I have a Dell Optiplex 380 and am getting high CPU usage for "System Interrupts" (via Resource Monitor) due to my AMD video card.
System: Core 2 Duo E7600, Win 7 Pro 64-bit
Video: AMD Radeon R7 200
My system's CPU usage is at 20-35%, with nothing else running.
I know it is the video card because, when I remove the card and use the video on the MB, the problem disappears.
I reinstall my R7, downloaded the AMD auto-detect software, reinstall the drivers and the problem is there.
I have read lots of general stuff about the issue with lots of possible / maybe / it-worked-for-one-guy solutions.
I have done the disable-all-sound-effects thing.
I have disabled the AMD audio driver in case it conflicts with the MB audio.
I got nothing.
