GTX 1050TI Image Not Smooth

I have a problem playing games and the image is not smooth (GTX 1050ti RYZEN 1600 x1 8gb 2400 samsung) compared to the phone, the phone is much smoother even tried to change the video card put gtx 1070 nothing has changed, uh, and changed the cable from the monitor .
