Why does the computer not start when I turn on the secure boot setting in BIOS?
Your BIOS says it supports UEFI. Have you tried a different port on the back of your card when UEFI is enabled in the BIOS?
Some GPUS with 2 or 3 different HDMi/DP ports don't display until they get into windows when UEFi is enable unless you connect top most of bottom most connector.
On my RX480 its the bottom port. This is not the case with all cards but I have seen some cards that behave like that.

If doesn't work try this i did this:
Look, I can't solve it this way. First of all, when I was switching to Gigabyte, the BIOS driver of the video card turned out to be outdated. After updating the BIOS of the host computer, I sent the video card to the service and they updated it and delivered it to me. But this time the problem was serious because this time the screen did not appear because the output speed remained old. Because I can't get an image onboard. The only solution was to change the dump pins on the motherboard and the short circuit details in the BIOS. The problem was solved by initializing the system. Also, this is the second problem I've had. No need to unplug the HDMI or DP cable. If the DP cable is defective, it is displayed on the monitor and color transitions occur. I feel sorry for the German DP cable, which is a solid and expensive product. You don't need to buy something of high quality for HDMI. Because DP does anything above 144 Hz. They are good socialites.
Bro, everything is up to date, but when I turn on the "Secure Boot" setting, the computer does not start from the BIOS.
I have a bad new i search the Google and RX 580 Can't boot with UEFI enabled in bios, CSM has to be enabled.
THX for the answer.I can solve.I hope.
I'm glad I could help you. I hope your problem has been solved with your graphics card. If you have any other questions, I'm here ♥
