I have 6900x and my current driver is 22.10.1 (10/3/2022) release, I have tried disabling full screen optimization as well, but GPU utilization is still 8% max, also the game is usually capped at 64 or 31 fps.
Open AMD Graphics>Tuing>Tuning Control>Custom>GPU Tuning-Enable>Advance Control-Enable>Maximum Frequency:2000 Minimum Frequency:1800[Example] make sure Apply then restart Computer
