Broken game performance when using adrenaline metric overlays

My System:
5700X3D
32GB RAM
RX 9070 XT
adrenaline 25.3.1
 
I use 3 displays (FHD, QHD, UHD, all 120hz, UHD connected with HDMI 2.1 cable, rest DP cable)
 
After deleting the previous gpu drivers and all debris with DDU, the new drivers were installed in safe mode and offline.
 
There was no problem with all functions, including overlay, for a week after installation. 
Starting two days ago, turning on overlay on UHD 120hz TV causes severe frame, GPU clock, and usage fluctuations. 
 
It's almost impossible to play the game and the same issue happens when adrenaline is brought to Alt+R.
 
The issue disappears when I disable overlay, minimize the game with Alt + Tab, or leave the focus on games (no problem when overlay appears on desktop or browser)
 
This has all been observed in the games I play (MH WILDs, RDR2, Street Fighter 6) and it hasn't appeared when I'm playing these games on another monitor.
 
The games were all played with freesync and HDR(auto activation) on 4K, limiting the maximum render frame to 120fps or less. 
 
The difference between FHD and QHD monitors is that UHD is TV, which enables 120hz, VRR, HDR in extended signal mode. And connect with HDMI cable.
 
I haven't changed many settings in games and adrenaline drivers, but I'm baffled that this issue has happened. These games have never been updated during this time.

You could try running msconfig.exe and disabling AMD Crash Defender Service and AMD External Events Utility as a workaround. It works for me in Overcooked 2 which had a similar issue with severe stutter when performance overlay was enabled. Disabling AMD external events utility fixed the stutter completely on my rx6600.
