I have a AMD Ryzen 5 2400G OEM.
When i play on HOTS monitor start blinking, or just turns black(See screenshot)
When i play on Overwatch and turn off game there is a color inversion(on the monitor with VGA output)-the red color turns blue.
in the settings of amd there is a similar-(See screenshot)
Your driver is old/outdated, newest one is 18.5.1.

Just noticed that you have Ryzen master installed. Are you at default settings with the CPU and it is doing this or are you overclocking?
I use default setting. But tried to include the "game mod". Just switched profile in Ryzen master and nothing more
What monitor cable/adaptor connection (rating/active/passive).
